Scientist: Western Aid Agencies Keep Africa Poor THE TIMES (UK) Tuesday, September 16, 2008 Western do-gooders are impoverishing Africa by promoting traditional farming at the expense of modern scientific agriculture, according to Britain's former chief scientist. Anti-science attitudes among aid agencies, poverty campaigners and green activists are denying the continent access to technology that could improve millions of lives, Professor Sir David King said Sept. 8. Non-governmental organizations (NGOs) from Europe and America are turning African countries against sophisticated farming methods, including genetically modified crops, in favor of indigenous and organic approaches that cannot deliver the continent's much needed "green revolution," he believes. Speaking before a keynote lecture to the British Association for the Advancement of Science, of which he is president, Sir David said that the slow pace of African development was linked directly to Western influence. "I'm going to suggest, and I believe this very strongly, that a big part has been played in the impoverishment of that continent by the focus on non-technological agricultural techniques, on techniques of farming that pertain to the history of that continent rather than techniques that pertain to modern technological capability. "Why has that continent not joined Asia in the big green revolutions that have taken place over the past few decades? The suffering within that continent, I believe, is largely driven by attitudes developed in the West which are somewhat anti-science, anti-technology ... attitudes that lead towards organic farming, for example, attitudes that lead against the use of genetic technology for crops that could deal with increased salinity in the water, that can deal with flooding for rice crops, that can deal with drought resistance." cont. NOAAThink-Tank Says Trained Chimp Can Predict Hurricanes Better Than NOAA ... And Puts it to the Test Chimp Predicts 6-8 Atlantic Hurricanes in 2010 May 18, 2010 Washington, DC - The National Oceanic and Atmospheric Administration's track record in predicting the number of Atlantic hurricanes is so abysmal that a trained chimp could do better, says The National Center for Public Policy Research, a Washington, D.C.-based think tank. The group is putting this claim to the test, issuing a 2010 Atlantic Hurricane Forecast today determined by a chimpanzee, "Dr. James Hansimian." A video of Dr. Hansimian and his methodology can be found at www.nationalcenter.org/HurricaneForecast.html or http://tw0.us/DNm. The forecast is being issued in advance of NOAA's May "Atlantic Hurricane Season Outlook," expected to be released next week. "NOAA's May outlooks have been wrong three out of the last four years - or 75% of the time," said David Ridenour, vice president of The National Center for Public Policy Research. "We think our chimp can do better. He hasn't been wrong so far. Of course, this is his very first hurricane season forecast." The video isn't intended to needle NOAA for its erroneous forecasts, but to make a larger point about our current understanding of climate. "NOAA's forecasts have been wrong not because of a lack of dedication or competence of its forecast team, but because climate science is really still its infancy," said Amy Ridenour, president of The National Center for Public Policy Research. "We should remember this as we consider whether to adopt economically-ruinous caps on energy. If we can't rely on 6-month forecasts, how can rely on forecasts of what rising carbon concentrations will do to our climate 25, 50 or even 100 years out?" The National Center for Public Policy Research is also issuing a challenge to NOAA. "If, at the end of the hurricane season, Dr. Hansimian's forecast turns out to be more accurate than NOAA's, we challenge the agency to make him an honorary member of NOAA's hurricane specialists unit," said David Ridenour. "In return, if NOAA's forecast is more accurate, we'll include a prominently-displayed mea culpa on our website." Dr. James Hansimian, says the video, is "author of the book, 'The Banana Curve: No Tricks Needed,' published by East Anglia University Press." The video was filmed on location in Las Vegas, Nevada on March 24, 2010 - before the latest predictions by either Colorado State University's forecast team, which is led by Phil Klotzbach, or the forthcoming predictions expected from NOAA. Dr. Hansimian is played by Kenzie, who starred "Chim Chim" in the 2008 Warner Brother release "Speed Racer," appearing with actors John Goodman, Emile Hirsch and Susan Sarandon. Kenzie also had a guest spot on the VH1 reality show, "Hogan Knows Best," starring Hulk Hogan. A second video will be released on December 1, at the conclusion of the hurricane season, with Dr. Hansimian's reaction to the performance of his forecast against the NOAA forecast. The National Center for Public Policy Research is a non-partisan, non-profit - somewhat less stodgy and more irreverent - free market foundation based in Washington, D.C. It is a truly independent organization, receiving 98% of its funding from individuals through hundreds of thousands of donations. No individual, foundation, or company provides the organization with more than a fraction of one percent of its annual revenue. National Oceanic and Atmospheric Administration (NOAA), an agency of the U.S. Commerce Department, celebrated 200 years of science and service to the nation. From the establishment of the Survey of the Coast in 1807 by Thomas Jefferson to the formation of the Weather Bureau and the Commission of Fish and Fisheries in the 1870s, much of America's scientific heritage is rooted in NOAA. NOAA is dedicated to enhancing economic security and national safety through the prediction and research of weather and climate-related events and information service delivery for transportation, and by providing environmental stewardship of the nation's coastal and marine resources. Through the emerging Global Earth Observation System of Systems (GEOSS), NOAA is working with its federal partners, more than 60 countries and the European Commission to develop a global monitoring network that is as integrated as the planet it observes, predicts and protects. CAPE CANAVERAL, Fla. (06-26-09) A sophisticated new weather satellite rocketed into orbit Saturday, giving forecasters another powerful tool for tracking hurricanes and tornadoes. An unmanned rocket carrying the nation's latest Geostationary Operational Environmental Satellite blasted off early Saturday evening, a day late because of thunderstorms. The satellite headed toward a 22,000-mile-high orbit, where it will undergo six months of testing. It will circle Earth as a spare and be called into service when needed. The GOES satellite network provides continuous weather monitoring for 60 percent of the planet, including the United States. The newer ones also monitor solar flares that can disrupt communications on Earth, and track climate change.* This is the second of the more advanced GOES satellites to be launched, containing sensors capable of providing better location data and higher resolution pictures of storms. "These are probably about the most sophisticated weather satellites that we actually have on this planet ... off this planet," said Andre Dress, deputy project manager for NASA. NASA manages the development and launch of GOES satellites for the National Oceanic and Atmospheric Administration. The one launched Saturday, Goes O, will be renamed GOES 14 once it reaches its proper orbit in 1 1/2 weeks. The mission cost $499 million, including the cost of the Delta IV rocket. * No mention of how climate change will be "tracked" or what parameters will be used. HISTORICAL NOTE: In October 1941, Hitler let drop a number of remarks that might provide a clue to why he had not sufficiently concerned himself with his men's welfare when it came to the great Russian freeze. "One can't put any trust in the meteorological forecasts," he told Martin Bormann and others during table-talk at Berchtesgaden. Believing himself to be as much an expert in meteorology as in everything else, Hitler, a world-class know-all, went on to state that "weather prediction is not a science that can be learnt mechanically. What we need are men gifted with a sixth sense, who live in nature and with nature � whether or not they know anything about isotherms and isobars. As a rule, obviously, these men are not particularly suited to the wearing of uniforms. One of them will have a humped back, another will be bandy-legged, a third paralytic. Similarly, one doesn't expect them to live like bureaucrats." These "human barometers", as Hitler dubbed them, who don't much sound like exemplars of the Master Race, would have telephones installed in their homes free of charge and would predict the weather for the Reich and be flattered to have people relying on [their] knowledge. These woodland folk would be people "who understand the flights of midges and swallows, who can read the signs, who feel the wind, to whom the movements of the sky are familiar. Elements are involved in that kind of thing that are beyond mathematics." Or parody. |
